A complex project rarely comes with a single, agreed definition of the problem. Technical questions, policy objectives and public concerns can point in different directions.

Our experience includes analysing public consultation responses and examining governance arrangements for complex environmental policy. That work demands methodological care and a close understanding of both the subject and its wider context.
